National Hurricane Center forecasters say there's a 70% chance that a system develops over the southwestern Caribbean Sea over the next two days.

The National Hurricane Center designated an area of disturbed weather in the Caribbean Sea as Potential Tropical Cyclone Eighteen. It's expected to strengthen into Rafael, prompting forecasters to issue Hurricane and Tropical Storm Watches and Warnings in the western Caribbean.
